Independence Movement leader Michel Moawad urged Sunday the implementation decentralization to promote development.
"Billions of dollars are being squandered while no one is being held accountable for any of the many corruption scandals," Moawad tweeted.
"The only solution is to empower local authorities through the implementation of decentralization," Moawad added.
